Cosplay in general is the idea of costume play, portraying a character much as an actor or attendant of a masquerade event.

As a Visual Kei style it bears 

an emphasis on costume, in such a way; that band members 

portray fictional characters like in a storybook.  

In Cosplay Kei music often accompanies a story much as program music, 

where music is an expression of a poem or narrative.   Consider as an example T.S. Eliot's 

Old Possum's Book of Practical Cats and Sir Andrew Lloyd Webber's Cats that is based on Eliot's poems, or "Peter and the Wolf" by Sergei Prokofiev.
